Attestation is the basic form of state control for the evaluation of the educational institution and determines the content, level and quality of personnel training in the educational institution in accordance with state educational standards and requirements of the state.
State accreditation is acknowledgment of the fact that the activity of the educational institution meets state educational standards and requirements of the state requirements and grants its graduates the right to submit state-approved sample information.
Attestation and Accreditation of educational institutions are based on the laws of the Republic of Uzbekistan “Law on Education” and “ State accreditation of Educational institutions”and“ Instruction on the criteria for Attestation of educational institutions of the Republic of Uzbekistan ” .
The Cabinet of Ministers of the Republic of Uzbekistan approved "The plan of the certification of the Ministry of Public Education, other ministries and agencies and non-state pre-school and secondary educational institutions for 2015-2020" on March 27, 2015. Based on this plan educational institutions are assessed and accredited.
Accreditation of the educational institution is carried out on the basis of attestation by the State Inspectorate for Supervision of quality of education under the Cabinet of Ministers of the Republic of Uzbekistan.
General secondary education institutions are accredited in 9 provinces and pre-school institutions once in 5 years. The Attestation of the newly established educational institution shall be carried out upon completion of the first graduation upon completion of the training period of the trainees.
During the attestation process the comprehensive analysis of the last three years of educational institutions by types of education was conducted, mainly focusing on the organization of educational process according to the state educational standards and requirements of the state, educational and training of students and pupils the level of apprenticeship, the capacity of the teaching staff, and the provision of textbooks for pupils.
Also, preschool educational institutions are provided with toys, manuals and children's books for children's development, the creation of sports grounds and necessary facilities, compliance with sanitary-hygienic and aesthetic requirements of the nutrition and rest rooms.
Attestation of educational institutions is carried out in accordance with the principles of equity, full transparency, periodicity and pedagogical ethics, and documents certifying the attestation of a certified educational institution is collected and maintained until the next attestation.
The Establishment of the candidative commissions and their structure
The State Inspection for attestation of pre-school and general secondary education jointly with the local authorities, will make joint Attestation Committees. The commission is headed by the deputy of the district (city) khokim. The State Inspection co-ordinates and supervises the activities of the authorized state bodies and local authorities for the organization and conduct of attestation of educational institutions.
The Commission certifies educational programs in the educational institution and prepares conclusions on the content, level and quality of staff training in accordance with the state education standards and requirements of the state.
The results of the monitoring conducted by the experts on the certification of preschool educational institutions, the level of appropriateness of the state requirements, one of the following conclusions about the educational institution Accepted:
80% or more of the pupils who were trained in the supervisory work were assessed positively and "Attestation passed", collecting 80% of the total score of educational institution activity;
60% or more of the pupils in the tracking works were assessed positively and evaluated at the rate of 65% or higher of the educational institution criterion "Attestation conditional passed";
less than 60 per cent of pupils in the supervisory and supervisory activities are recognized as "Not Attested" when the educational institution scores less than 65% of the total score
The results of the final state attestation of graduates of educational institutions for the last three years and the results of control over the general secondary education institutions, the educational standards of the state educational standards and the level of fulfillment of the tasks defined in the Chapter one of the following conclusions about the educational institution:
75% of graduates and more, 60% or more of the pupils in the supervisory works received a "positive assessment" when "70% and more" of the educational institution score was collected;

The State Inspectorate constantly oversees the timely elimination of deficiencies identified during the attestation of educational institutions
The necessary documents for accreditation of the educational institution recognized as "passed the attestation" shall be submitted to the State Inspection. When pre-school and general secondary education institutions are recognized as "qualified attestation", they are re-attested in one year.
If a general secondary education institution is considered to be "Not Attested", then the educational institution managers will be required to submit an extra certification, and the final state certification of graduates of the educational institution with other graduates of educational institutions, will be held.
If pre-school educational institutions are found to be "not attested", the issue of liquidation or reorganization is set.
Procedure of state registration accreditation
The accreditation commission of the State Inspectorate for accreditation of the educational institution is approved and the Chairman of the Accreditation Commission is the head of the State Inspection. The accreditation certificate for the educational institution shall be submitted by the Certification Commission to the Accreditation Commission. The decision on the state accreditation of the educational institution is accepted within one month upon submission of the documents. In case of a positive decision on accreditation of the educational institution, a certificate of state accreditation will be issued to the educational institution within 2 weeks. The certificate is issued to general secondary education institutions for 9 years, to preschool institutions for 5 years. In case of reorganization or liquidation of the educational institution the certificate of the state accreditation shall be void.
In addition, if a State educational accredited institution violates educational legislation or fails to comply with state education standards and government requirements, or if it is beyond the scope of the certificate, the State Inspectorate a certificate of state accreditation can be canceled. State accredited educational institutions shall be registered in the State Inspectorate and published in mass media

About the order of formation of Attestation Commission of educational institutions and expert group
Commission for attestation of pre-school and general secondary education institutions is organized by district (city) khokimiyats. (1 commission for pre-school and general secondary schools) will be approved by the decision of district khokimiyat. The decision should be accompanied by the schedule of the commission and the terms of certification of educational institutions.
The Commission consists of 7 people: Deputy Mayor responsible for Education, Local Government Officer, Department of Public Education and Pre-School Education, Science and Education Trade Union employees, representatives of the public (District Makhalla Saving Officer):

The commission is headed by the deputy of district khokim. The Commission operates within the educational institution for no longer than 10 days.
Work Division of the Attestation Commission
The work plan and work division of the Attestation Commission shall be approved by the Chairman of the Commission, upon agreement at the Commission's meeting. Records of attestation results of pre-school and general education institutions, minutes of meetings and decisions of the commission are recorded. The notebook must be sewn, stamped and sealed by the chairman of the commission. The protocols shall be signed by the chairman of the commission and the secretary. The secretary is elected by the members of the commission. The record shall be completely approved by all members of the commission.
When a member of the Commission is dismissed or replaced, the employee who is hired is replaced by a member of the commission. For example: if the responsible deputy of the governor, the representative of the assembly of citizens, the member of the science and education unions are replaced, the worker shall be replaced directly by the commission act as a victim. In case of changing the membership of the members of the educational institution, the staff, included in the commission, will be introduced on the recommendation of the IBA and the MTB. The recommendation is made on the name of the Chairman of the Certification Commission.
In all cases, the State Inspection will be informed on changes in the composition of the commission. Formation of expert group
The expert group under the Commission is approved by the order of district (city) STB and MTM departments. Experts for preschool and general education institutions are organized separately. Their content is confirmed separately by the command. The number of experts can be chosen voluntarily based on the number of educational institutions and the number of learners and educators in them. They include highly-qualified and experienced professionals. The expertise, experience, and ICT level of selected staff should be taken into consideration when designing an expert team. The composition, work plan and work allocation of the expert groups are approved at the beginning of each academic year by the order of district (city) STB and MTM departments.
Experts take control of the case and examine the relevant documents. Supervision of the certification process will be prepared by district (city) City Hall and MTB methodologists. Written, written, dictatorial and reference texts are compiled in the form of multiple versions based on the requirements set out in the Instruction. Experts have been working in the premises for 6 days since attestation. The conclusions drawn up by the experts are submitted to the commission on signing.
NOTE: The organization and working order of the expert group is based on the Regulation approved by the Resolution of the Cabinet of Ministers of February 10, 2006 № 21, and the work in all directions must be completed within 6 days.
Preparation for and attestation of general secondary education institutions.
The certified educational institution shall be officially warned by the Commission 3 (three) months prior to the date of entry. At the same time, a decree of the district khokim of the educational institution must be accompanied by a set of extracts and attestation documents from the orders of district (city) HEC and MTB.
In order to prepare for the attestation and to conduct the attestation process, the educational institutions should collect the documents studied in the attestation, fill in the necessary tables, ie carry out internal control. Before the attestation process, the educational institution conducts internal control in the following order:
a) holding an extraordinary Pedagogical Council;
b) familiarization with the order on attestation of the team;
c) determination of responsibilities for the divisions;
d) determination of the responsibility for completing the examination of the datasheet in the attestation process.

Spiritual and educational work of educational institution;
Quality of work in vocational guidance of students in educational institutions.
Responsible for Monitoring:
The quality of the rating system in the educational institution.
Attestation of the educational institution shall be carried out by the Commission members and experts on the basis of the division of labor.
In the absence of internal control of the educational institution, the certification process is delayed, and the commission shall issue a certificate to the competent state authorities for administrative penalties imposed on the head of the institution.
Educational work is under way and supervision of learners. Supervision is carried out in accordance with the schedule approved by the Chairperson of the Commission, based on the schedule of work, without interfering with the educational process of the educational institution.
Organization of attestation of preschool and general secondary education institutions
In the process of attestation of educational institutions, the composition of the commission shall operate no later than 10 days. Learning outcomes in all directions are completed within 6 days and summarized within 3 days. The e-version of all documents that have been summarized will be sent to the Department of Public Education until the month of attestation (for example, if the school is certified on October 10-20, no later than October 22nd). Attestation documents of preschool institutions are sent electronically to the Pre-School Education Department of the district. Sent documents will be handled by the responsible staff and practical assistance will be provided for the identified deficiencies and will be returned to the correctional facility. The elimination of the identified deficiencies and attestation of educational institutions will be made and will be submitted to the State Inspection by the attestation officers of the regional bankruptcy division and MTB until the 10 th of the following month (M: November).
