    What documents are required for recognition and nostrification (identification of educational documents) on education in foreign countries?

     

    Recognition and nostrification of documents on education in foreign countries are carried out on the basis of the "Regulations on recognition and recognition of identity documents in foreign countries" approved by the Cabinet of Ministers of the Republic of Uzbekistan on July 25, 2000 № 283.

    In accordance with the Decree of the President of the Republic of Uzbekistan of April 11, 2018 "On Additional Measures for Accelerated Development of the Public Services System" and the Nostrification (Equivalence of Registration) Documents on the Study in Foreign Countries approved by the State Advisor of the President of the Republic of Uzbekistan , from June 1, 2018, the State Inspectorate for Supervision of Quality of Education at the Cabinet of Ministers of the Republic of Uzbekistan is provided to physical persons through the State Services Centers.

    In accordance with paragraph 9 of the Regulation, the following documents should be submitted to the requesting State Services Center for the recognition and fairness of the documents on secondary and tertiary education in foreign countries:

    - a copy of the certificate of education in foreign countries and a copy of its annex and their complete translation notarized in the state language of the Republic of Uzbekistan.

    - a document confirming the payment of the state fee in the amount of two-fold minimum wage established for recognizing and nostrification of educational documents (registration of equivalence).

    The applicant applied to the Public Services Center for public service access or registered in the YAIDXP for electronic use of public services.

    In the case of the applicant submitting his or her application, a CIA employee filed an application on behalf of the applicant, and, if he / she contacted by the YAIDX, the applicant independently filed an application form electronically electronically.     Recognizing and nostrification of educational documents on education in foreign countries (registration of equivalence) is valid for the period of the upcoming educational documents?

    The Regulations on recognition and nostrification of identification documents in foreign countries are developed according to the Law of the Republic of Uzbekistan "About education", the recognition and the nostrification of the documents issued after January 1, 1992 in foreign countries (registration of equivalence).

    That is, after January 1, 1992, educational documents, received in higher educational institutions and secondary specialized educational institutions of foreign countries, should be recognized and nostrificated in accordance with the established procedure for legal power in our Republic.

    What are the stages of recognition and recognition of educational records of education in the foreign countries (recognition of equivalence)?

    According to the requirements of the regulation, the process of nostrification is carried out in two stages:

    In the first step, the recognition of the education document under paragraph 13 of the Charter will be considered. To recognize the education document:

    - recognition by the competent authorities of the country of origin of the educational institution that issued the education certificate;

    - recognition of the education document in the given country;

    - The education document has been read in practice in the Republic of Uzbekistan;

    - Recognition of the education document should be in the interstate agreement with the Republic of Uzbekistan (except for the cases specified in Paragraph 7 hereof).

    Failure to comply with the requirements of this paragraph constitutes grounds for denial of a certificate of education in foreign countries.

    Recognition of education in foreign countries means the competence of the competent public authorities with the consent of the said authorities to have been legally binding throughout the territory of the Republic of Uzbekistan.

    In the second stage, the education document is compliant with the state educational standards of the Republic of Uzbekistan.

    Nostrification of documents on education in foreign countries (equivalence) means that the competent state authorities have the right to determine the degree of readiness of these holders and to grant them academic and (or) professional rights as granted to the persons having documents on education of the Republic of Uzbekistan.

    What specific requirements and criteria are determined by the special examination conducted in determining the equivalence of educational documents on education in foreign countries?

     


    According to Paragraph 14 of the Regulation, after the recognition of the educational documents of these countries in the course of their nostrification of education in foreign countries, their compliance with the state educational standards of the Republic of Uzbekistan shall be established. The process of recording the equivalent is carried out through a special examination. According to Paragraph 15 of the Regulation, the special examination is carried out taking into account: - content and compatibility of curricula and programs; - availability tests; - a system of exams and exams; - Grades of the learner during the study (achieved results, rating, appraisal); - The volume of mastered subjects (name of subjects and hours); - Availability and duration of operation; - availability and level of final qualification attestation; - availability of graduation qualification; - availability of additional education. The acquired knowledge and experience are evaluated in the light of the final preparations, recognizing differences in curriculum and teaching methods.

    What conclusions can be drawn from the expert commission as a result of the special examination and to whom do they present it?

    In accordance with paragraph 24 of the Regulation, the Expert Commission prepares a conclusion based on the results of the special examination of the educational document, which is submitted for registration of the nostrification, in accordance with paragraph 15 of the present Regulations.


     

    The expert commission concludes that the Applicant's application for education in a foreign country must meet the requirements and recommend that it be recommended for special tests (test, written work, interview) or not to be recommended for nostrification because it does not meet the requirements set out in a foreign country.


     

    The Expert Commission examines the study materials of foreign countries, conducts the special tests provided for in paragraph 24 of the present Regulations and prepares the final conclusion and submits it to the State Inspectorate for Supervision of the quality of education


     

    The State Inspectorate for the Control of Quality of Education, having considered the conclusions and proposals of the expert commission, makes a decision on the equivalence of educational documents or refusal

    How long a valid identity certificate will be issued to citizens who successfully passed the exams?


    Within three working days from the moment of positive test results, the competent authority (the State Inspectorate for Educational Quality Control) draws up the Nostrification Certificate with the QR-code (matrix barcode) and approves it with its ERI and sends it to the appropriate Public Services Center ) or to the applicant (electronically) by electronic means through YAIDXP. The form of the certificate of nostrification is approved by the State Inspection in coordination with the Ministry of Justice of the Republic of Uzbekistan. When the applicant's negative test results are negative, the applicant has the right to apply again through the Public Services Centers or the LAID to re-submit the special tests. At the same time, an expert opinion on the applicant's documents is not required.

    In what cases can negative conclusions be accepted by the expert commission as a result of expertise of educational documents?


    A negative opinion on the equivalence of education in foreign countries shall be taken in the following cases: - the general normative period of education (after obtaining full secondary education), giving the document on professional education in foreign countries, is less than one year provided for by the educational standards of the Republic of Uzbekistan; - In the country where the education document is issued, the holder has fewer academic and / or professional rights (for example, the applicant has no right to enter a university, a magistracy or doctorate, or engage in professional activities); - information received in the form of education not provided by the legislation of the Republic of Uzbekistan; - depending on the nature of the specific directions of education (social sphere, pedagogy, history and law), the volume and hours of study of the subject matter are less than 55% of the standard curriculum approved in accordance with the state educational standards of the Republic of Uzbekistan

    When will the State Testing Center issue a certificate of nostrification of educational documents on education in foreign countries?

     


    In accordance with paragraph 26 of the Charter, the Department, having considered the conclusions and proposals of the expert commission, takes a decision on equivalence of education documents or refusal. In accordance with paragraph 27 of the Charter, the decision to indicate that the reference document is equivalent is a ground for issuing a certificate to the holder of a special certificate. When presenting the document of the holder's information together with the certificate, it has the legal force in the territory of the Republic of Uzbekistan.

    How long is the process of recognizing and nostrification of educational documents on education in foreign countries (registration of equivalence)?


    According to the current Charter, consideration of the applicant's documents, examination and decision-making periods shall not exceed one month from the date of receipt of the application. The educational institution, which has issued a certificate of education, is considered to be the date from the date of receipt of the special examination and the period for making a decision in case of receipt of identification documents from local and foreign organizations. Time required for the organization and conduct of special tests shall not include the period stipulated by the first paragraph of this paragraph.

    Are non-governmental higher education institutions of foreign countries nostrificated by educational documents?


    In accordance with the Regulation "On the procedure for recognition and nostrification of identification documents in foreign countries", approved by the Cabinet of Ministers of the Republic of Uzbekistan, educational documents of non-state higher educational institutions of foreign states are recognized in conformity with the requirements of the state educational institutions and nostrification. That is, the education documents provided by non-state higher education institutions are subject to special expertise in accordance with the statute and make appropriate decisions.

    Is educational material received in the form of correspondence education in foreign educational institutions nostrified?


    In accordance with the Law of the Republic of Uzbekistan "On Education", it is also stipulated that, in addition to daytime education, education in the form of correspondence education. In the Republic of Uzbekistan, in accordance with the established directions and specializations in the form of correspondence education in the Republic of Uzbekistan, the documents received in the form of correspondence education in these directions and specialties are recognized and nostrificated in the established order.

    What is the procedure for recognition and nostrification of documents of applicants trained in foreign countries on non-prepared educational areas and specialties?

    The scope of training provided in foreign countries does not comply with the list of general secondary, secondary special, vocational and higher education directions in the Republic of Uzbekistan (with the exception of the applicants' documents for cooperative or targeted education) or training and training in the non-training areas of education, specialties and fields, the issue of recording the equivalence of these documents will be considered by a special commission of experts.
