  • An international expert began his career as a consultant at the State Inspectorate for supervision of quality in education

     Within the framework of the project “Modernization of Higher Education” implemented in cooperation with the World Bank and Ministry of higher and secondary specialized Education on improving the quality of education in the higher education system and ensuring its international competitiveness, an international expert Bastian Baumann was chosen as an adviser of the State Inspectorate for supervision of quality in education under the Cabinet of Ministers of the Republic of Uzbekistan.

    It is known that according to Presidential Decree №4119  from January 16,  2019  on “About additional measures for improving the system for supervision of quality in education”, a position of the consultant was introduced into the structure of the State Inspectorate. In the activity of the State inspectorate to improve the quality in education an international level, to integrate internationally recognized practices into the national education system, to accelerate the integration of the national education system into the international education system, in order to avoid mistakes made by other countries, a globally recognized expert on quality assurance, Bastian Baumann was admitted to the Board of consultants.  He helps us with his experience and skills gained in many years on improving the quality of education in the international arena", - said  U.Tashkenbaev, the chief of the State Inspectorate for supervision of quality in education.

    BASTIAN BAUMAN is an international lawyer, managing director of the European Quality Assurance Agency(EQAA) for the development of the higher education system, as well as an expert in the following prestigious international organizations: DAAD (German Academic Exchange Service), ADEC (Abu Dhabi National Quality Assurance Agency), EQE (Georgia National Quality Assurance Agency), QQA (Bahrain National Quality Assurance Agency), SKVC (Lithuania National Quality Assurance Agency) and others. He also made a great contribution to the reform of the higher education system in such countries like Belarus, Egypt, Azerbaijan, Kazakhstan, has 17 years of work experience in this field.

    Currently, under the guidance of the experienced expert, the following works are carried out:

    A draft version of the governmental decree “About improving the procedure for certification and state accreditation of educational institutions” is being developed. Because, nowadays the accreditations processes are being implemented basis on the resolution №21 “About the procedure for state accreditation of educational institutions and legal entities providing non-public educational services of the Republic of Uzbekistan» was approved on February 10, by the Cabinet of Ministers of Uzbekistan.  But despite the fact that many additional amendments have been made to the provisions of this decision, it is often observed that its content almost does not correspond to the requirements of the currently rapidly developing educational system. In this regard, the President of the country's Degree No. 4119 on “Additional measures to improve the quality control system of Education” noted that according to the results of the study of advanced foreign experience by April 1st 2019, a draft government decree on improving the procedure for certification and state accreditation of educational institutions is envisaged. The draft resolution on the plan has been prepared by experts of the state agency for quality control of Education, all parts of it are considered with the participation of an international expert, in particular, it is being further improved on the basis of the qualifications and experience acquired by Mr. Bauman during his many years of work.

    In addition, within the framework of the project “Modernization of Higher Education", discussions are being held on strengthening the management capacity of the higher education system in Uzbekistan, improving the quality, relevance of personnel in the labor market and the educational environment of selected higher education institutions and so on.
